Welcome to Cost Tax & Premium Services LLC, a dedicated local Insurance Company and financial service provider rooted in Visalia, California.
Our firm was established by two founders, Brenda Lemus and Alfred Bartolo, with a singular vision: to simplify complex essential services and create a safe haven for the people of Tulare and Kings County.
Our Origin and Vision
The inspiration for this Insurance Company arose from a common frustration: the long, confusing wait times at the DMV. We started by offering DMV registration services to save our clients time and stress.
This commitment quickly expanded to address other critical community needs:
Insurance
Helping families and individuals—especially the underinsured or uninsured—obtain necessary coverage for their loved ones.
Taxes
Providing essential tax services, particularly supporting low-income individuals, Spanish speakers, and those unfamiliar with U.S. tax laws.

- Brenda Lemus, CEO: Brenda, a trusted partner who has been with Alfred’s previous venture since 2018, manages the daily operations. She previously dedicated her time as a nurse, caring for others and changing many lives.
- Alfred Bartolo, Co-Founder: Alfred brings a long history of business, having founded “AT Cost Logistics” over ten years ago, a freight transportation service.
Together, with two founders and one vision, we are dedicated to setting high expectations for success and eventually investing revenue back into the community. We are fully licensed, holding an Insurance Producer License and a Registration Service License.
